A forgotten aspect of the FDR's New Deal program, the FBA was created in 1934 to administer the equal and fair allotment of fun and good times to those who had been down in the dumps for awhile, culminating in the Great Cookout of 1936, the Wireless Bingo Program, and the Raging Kegger of '39.
